Ashma McDougall outlines plans for Gutter Community | Dominica News

Ashma McDougall has outlined plans to improve roads, drainage, sanitation and community facilities in Gutter ahead of Dominica’s Roseau North by-election.

Dominica: The Dominica Labour Party candidate for the upcoming Roseau North by-election, Ashma McDougall, has reiterated her commitment to advancing the constituency, outlining her plans for the Gutter community and asking the residents to support her as the next Parliamentary Representative for Roseau North Constituency.

Speaking at a public campaign meeting in the Gutter Community on Friday, August 28, 2026, economist McDougall stated that Gutter was the first area that she visited when launching her campaign and that the conversations she has had with the citizens in the community have shaped her specific developmental strategy for the area.

Gutter Village holds a particularly special place in my journey. Back then I was just trying to understand the constituency through the eyes of the people who actually live in this community, but tonight, I return to Gutter with a clearer understanding of what you have told me and a plan of how we will address it, stated Ashma McDougall.

In her address, the candidate outlined that her focus will be on addressing key community concerns, including improving footpaths and access routes, enhancing safety for elderly residents and children, and addressing drainage and runoff issues. She also highlighted the need to improve waste collection and sanitation, and strengthen the community facility to support education, youth programmes, training, and community activities.

McDougall pointed out, Through all those conversations, something became very clear to me. The Gutter Village, it does not lack potential; it does not lack hardworking people; it does not lack talented young people; and it definitely doesn't lack community spirit. What Gutter and all these communities need is representation that can connect potential to opportunity. And that is exactly the kind of representative that I'm asking you to allow me to be.

Ashma further assured the residents that she will not give empty promises in order to gain their votes but will actively represent their concerns with the Government and turn those conversations into meaningful action.

I will not promise you something simply because I want your votes. If I tell you I can work on something, I will work on it. And if something cannot happen immediately, I will tell you. And if I do not know the answer, I will find out. That is the relationship I want with the people of the Roseau North constituency and the Gutter Village, asserted Ashma.

Meanwhile, also present at the public meeting, Prime Minister Dr. Roosevelt Skerrit has encouraged the citizens to choose Ashma, adding that she is committed to addressing the concerns of residents and advancing development within the constituency.

And so, you have never had a simpler choice to make in the history of politics in Roseau North. The choice couldn't be so clear and so easy to make on September 7th, that is to vote for Ashman McDougall and the Dominica Labour Party, urged the Prime Minister.

He underscored that choosing the right candidate is important for not only the advancement of the community but of the country as well.
