22 Families to Get Free Homes at Bellevue Chopin in Dominica | Dominica News

Residents signed final documents after talks on terms and condition; agreements outlined terms of condition as transfers' paperwork moves ahead.

Dominica: The Government of Dominica has announced that the beneficiaries of the Petite Savanne Resettlement at Bellevue Chopin have started signing the last paperwork needed to become homeowners. The Ministry of Housing and Urban Development organised a consultation with the residents where it clarified the terms and condition and answered any questions that might follow.  

Twenty beneficiaries have signed Agreements of Transfer and Memorandum of Encumbrance and will soon be owners of their own standalone homes at Bellevue Chopin. According to the Government, this initiative was approved by members of Cabinet and will grant owners full ownership of Government-constructed homes at no cost. 

The beneficiaries signed these final documents on Tuesday, April 28, 2026, which outlined the terms of condition that are attached to the land and ownership.  

The first set of transfers' paperwork has already been sent to the Land Registry, according to the government, and the process of obtaining the Certificate of Titles will continue in the upcoming weeks.

Minister of Housing Melissa Poponne-Skerrit was present at the signing ceremony where she explained this project’s importance to the Government. She stated that the Government of Dominica is committed to serving the citizens and this housing initiative will help empower many lives.  

“This initiative reflects our commitment to the long-term security of our beneficiaries. By removing the financial burden and transferring ownership, we are giving families a solid foundation on which to build their future. We remain committed to advancing this process until every eligible family is secured,” said Minister for Housing, Melissa Poponne-Skerrit. 

The Minister shared highlights of the signing ceremony on Facebook to inform the general public of this milestone.  

In her post, she wrote, “Government remains committed to ensuring that beneficiary households receive full ownership rights at no cost. This initiative is a key component of the Government’s resilient housing policy, aimed at empowering families through homeownership and security of tenure,” she wrote.  

Prime Minister Roosevelt Skerrit also shared this significant step on his Facebook page, underscoring its importance. He noted that the homes will empower different families in the community.
