Dominica makes visits mandatory for new CBI applicants | Dominica News

Dominica will require new successful CBI applicants to visit and spend time in the country to receive their passports, strengthening engagement and meeting glob

Dominica: Prime Minister Roosevelt Skerrit has announced new measures which aims to strengthen Dominica’s Citizenship by Investment (CBI) Programme. It includes a mandatory visit requirement for successful applicants and also explores additional measures to reinforce engagement between economic citizens and Dominica while also ensuring that the programme meets the evolving international standards.

During a press conference held on June 10, 2026, Thursday, PM Roosevelt Skerrit said, “We will include requirements for successful applicants to visit Dominica in person and spend time in the country, providing them with a greater appreciation of our people, culture, and development aspirations. So visiting would be mandatory. You will have to come to Dominica to receive your renewed passport as a citizen.”

The Prime Minister further added that the government is also examining additional initiatives which aim at strengthening the relationship between economic citizens and Dominica while also ensuring that the programme continues to meet international expectations. “We are also examining additional initiatives designed to deepen engagement between economic citizens and the country while ensuring that the program meets evolving international standards and expectations” he exclaimed.

According to Skerrit the changes that are being made to the programme are not unique to Dominica, but are a part of a wider effort by Caribbean countries with similar citizenship programmes. "The strengthening of the CBI programs is a regional reality, not a Dominica problem," he said.

He mentioned that the programme has been an important source of funding for housing, healthcare, education, climate-resilience, infrastructure, social programs, and the private sector expansion investments, directly benefitting the people of Dominica, which makes it crucial to protect and strengthen it. 

He also added that further details regarding all the new measures will be announced during the presentation of the upcoming national budget. 

Roosevelt also ensured the citizens that the national budget will be presented with a broader strategy to improve their quality of life. It would also help in creating a more secure and prosperous future for all Dominicans and would position them to take better advantages of all the major investments.

The Commonwealth of Dominica’s Citizenship by Investment (CBI) Programme, was established in 1993 and it allows international investors and their families to obtain fully legal citizenship without actually residing in the country. The Prime Minister has announced major reforms to be made in this programme making it compulsory for the successful applicants to visit and spend some time in the country.

Several other crucial matters like Dominica Community Resilience Enhancement Project (DOMCREP), Geothermal Energy Project, Hurricane season, Medical Mission International Eye Surgery Programme (MMI), and Dominica’s first brain tumor surgery were also discussed in the press conference. 

Reforms in the Commonwealth of Dominica’s Citizenship by Investment (CBI) Programme will be discussed in detail during the presentation of the upcoming national budget.
