Dominica Reviews Progress on China-Funded School Project | Dominica News

Dominica’s education minister has reviewed construction at three schools under a US$30 million China-funded project to rebuild six schools damaged by Hurricane.

Minister of Education Octavia Alfred visited Thibaud, Calibishie and Sineku construction sites to assess the development that occurred so far.

These developments are a result of aid from the “China- aid project for reconstruction of Schools”, an initiative from the People’s Republic of China comprising a budget corpus of US $ 30 million (EC $ 81 million) as grant. The project focuses on establishment and restoration of schools affected by Hurricane Maria.

The major factor highlighting in the whole project is the climate - resilient construction methods to ensure that even in adverse weather conditions , the infrastructure isn’t damaged or dismantled. The primary institutions to be focused on in this project are : Goodwill Secondary School - a Center of Excellence for Technical, Vocational Education and Training, Thibaud Primary School, Calibishie Primary School, Sineku Primary School, Tete Morne Primary School and Bellevue Choppin Primary School.

Education Minister Octavia Alfred along with Chinese Ambassador Chu Maoming are making regular visits on the construction sites to ensure that the project completes as soon as possible so that Dominica people can utilize its benefits to its fullest capacity. With this project into regular operation enforcements , the Dominican Government and Education Ministry aims to overcome the rural - urban education disparities along with elimination of climatic disturbances caused in learning due to changing weather conditions.

This project is a testament of the shift from “Basic Literacy" to “Technical and Digital Literacy" ensuring that the Dominican population isn’t just literate but as educated as other populations across the globe.

As of October 2026, the current status of project is 85% -90% complete while the front - runner sites Goodwill Secondary School, Thibaud Primary School and Calibishie Primary School are 90% complete with Sineku Primary School, Tete Morne Primary School and Bellevue Choppin Primary School at a completion rate of 85%. The project handover to the local bodies starts with Goodwill Secondary School in the month of November 2026.
